To complete the proposal submission process, follow the instructions given in Chapter 15: use the ``Proposal Tool'' option in the ``Tools'' menu to create a cover sheet for the proposal with contact information and an abstract, and attach the saved AOR(s) and a portable document format (pdf) file of the scientific justification. The Spitzer proposal submission process occurs entirely through the Spot interface.
