Spitzer Cycle-9: Bilateral United States/People's Republic of China Proposals Prohibited ------------------------------------------------------------ Dear Spitzer Investigators, The U.S. Government has enacted legislation that prohibits NASA from using federal funding to enter into or fund any grant or cooperative agreement of any kind to participate, collaborate or coordinate bilaterally in any way with the People's Republic of China (PRC) or any PRC-owned company. In practice this means that Spitzer cannot award telescope time to or fund any proposal where the investigators are ONLY at US AND PRC-based institutions or solely PRC institutions. This constitutes a bilateral US-PRC agreement. If your proposal includes US, PRC and other non-US-based investigators then it is a multilateral proposal and the prohibitions do not apply. For multilateral or US-only collaborations the rules on only funding US-based investigators do still apply. Section 6 of the Cycle-9 call for proposals (CP) has been updated with the required language with regard to eligibility to propose for Spitzer time. The new version of the CP is 1.1 and is available at http://ssc.spitzer.caltech.edu/warmmission/propkit/cp/. NASA has recently posted an FAQ about this subject on the SARA website. Spitzer Enhanced Imaging Source List Data Deliveries ------------------------------------------------------------ IRSA announces new releases for the Spitzer Enhanced Imaging Source List. An updated version of the Spitzer Enhanced Imaging Source List is now available. Reliability has been further improved, and information on WISE detections is now included.
